Utilization of Funds

1. Fund should be non-divertible and non-lapsable. Any lapse on the part of field level implementing institutes/projects in timely utilization of funds and proper implementation of the schemes may be viewed seriously.

2. Maintains transparency in expenditure in scheme wise details

3. The method of expenditure and budget outlay under TSP needs to be approved in accordance with the financial rules/norms.

4. TSP funds can be utilized for only those schemes which ensure direct benefits to individuals or families belonging to SC/ST

In this context, with respect to SCSP and TSP, it is once again reiterated that the same may be followed strictly for utilizing the funds particularly in the benefit of the SC/ST people.
